We only have to report Tier 1 cards to the CIAC. Tier 1 cards are for dissent or vulgar language. No other cards need to be reported in the CIAC system.

Example 1: A Yellow card is given for a tactical foul (anything other than dissent or language), that is the only card in the game
CIAC Report: Referee 1 - "No Penalty to Report - Home & Away Team"
WCSOA: Note card information in Arbiter Notes Section
Example 2: Yellow card is given by Referee 1 for Dissent (Tier 1), and another by Referee 2 for a hard challenge
CIAC Report: Referee 1 should report the Tier 1 card and "no penalty" for the other team, Referee 2 does not have to report since the card was not Tier 1

Example 3: Red card is given for violent conduct by Referee 2
CIAC Report: Referee 2 needs to file a CIAC Tier 1 report for the Red Card, as well as a Ejection report with Lee - Referee 1 reports "no penalty" for other team.
WCSOA: Supplemental Red Card report sent to Lee, and entered into Arbiter
EVERY CIAC GAME REQUIRES YOU TO FILL OUT A GAME REPORT EVEN IF THERE IS NO TIER 1 CARDS.
Select "No Penalty to Report"
NO PENALTY MEANS THERE WERE NO TIER 1 CARDS. Other cards may have been given but do not need to be reported to CIAC.
Card Reporting:
ANY CARD THAT IS GIVEN FOR ANY GAME SHOULD BE REPORTED IN THE NOTES SECTION OF ARBITER.

THE REFEREE WHO GIVES THE CARD SHOULD REPORT IT.
